322 constituteproject.org Colombia 2021 The Integrated System will have a territorial, differential, and gender-based focus that corresponds to the particular characteristics of victimization in each territory and each population and especially to the special protection and care of women and children who are victims of the armed conflict. The gender and differential approach will apply to all phases and proceedings of the System, especially concerning all women who have suffered or participated in the conflict. The establishment of all the components of the Integrated System will have to consider equitable participation of men and women, respect for ethnic and cultural diversity, and the principles of publicity, transparency, citizen participation, ethical suitability, and qualification criteria for their selection. The State, through the National Government, will guarantee SIVJRNR’s administrative autonomy and budgetary sufficiency and autonomy, particularly of the justice component, for which it will be allowed to use the Investment Plan for Peace established by Legislative Act 01, 2016, Article 3.
