279 Corte Constitucional de Colombia ARTICLE 377 ARTICLE 378 It shall be understood that the people have convoked an assembly if at least one-third of members of the electoral rolls approve the convocation. The Assembly shall be elected by a direct vote of the citizens in an election that may not coincide with another. Upon the election, Congress’s ordinary powers to reform the Constitution shall be suspended for the period specified for the Assembly to complete its work. The Assembly shall adopt its own rules of procedure. Constitutional reforms approved by Congress must be submitted to a referendum when they refer to the rights consecrated in Title II, Chapter 1, guarantees, procedures for popular participation, or Congress if at least 5 percent of the citizens who make up the electoral rolls request a referendum within six months of the promulgation of the constitutional amendment. The reform shall be understood to have been derogated when a majority of voters vote to reject it, as long as at least a quarter of the electoral roll has participated in the referendum. At the initiative of the government or citizens under the terms of Article 155, Congress, through a law that requires approval of the majority of members of both houses, may submit to a referendum a bill of constitutional reform that Congress shall incorporate into the law. The referendum shall be presented in such a manner as to allow voters to choose freely from the agenda or the various items that which they approve or disapprove.
