Members of collegial bodies who are directly elected represent the people and shall act in a manner consonant with justice and the common good. The vote of collegial bodies’ members shall be by public roll call, unless otherwise provided by law. An elected member is politically responsible to society and to his/her electors for the fulfillment of his/her mandate. Popularly elected members of public bodies will not have substitutes. In case of the temporary or permanent vacancies specified by law, they can be replaced only by the nonelected candidates who, according to the order of registration or voting obtained, follow successively and in descending order in the same electoral list as the member. In no case can members be replaced if they were convicted of common crimes related to affiliation with or promotion or funding of illegal armed groups or narcotrafficking activities; intentional crimes against the public ARTICLE 132 ARTICLE 133 ARTICLE 134
