67 Corte Constitucional de Colombia Upon fulfilling the requirements and formalities stipulated by the general law on territorial organization and in the cases determined by this law, governors and mayors shall be entitled to hold popular consultations to decide issues falling under the jurisdiction of their respective departments or municipalities. Upon fulfillment of the requirements prescribed by law, the people of territorial entities may present bills concerning issues falling under the jurisdiction of the respective public entity, which is obliged to implement them; decide on issues of interest to the community at the initiative of respective government or entity or not less of ten percent (10%) of the citizens enrolled in the respective electoral roll; and elect representatives to meetings of the public service entities within the respective territorial entity.
