50 constituteproject.org Colombia 2021 Chapter IV Protection and Application of Rights A ctivities of private parties and public authorities shall conform to standards of good faith, which shall be presumed in all procedures that individuals carry out before public authorities. When a right or an activity has been regulated in a general way, public authorities may not establish or demand permits or licenses, or impose additional conditions for their exercise. The rights consecrated in Articles 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 23, 24, 26, 27, 28, 29, 30, 31, 33, 34, 37, and 40 are to be applied immediately. Any individual may claim immediate legal protection of fundamental rights before a judge at any time or place, through a preferential and summary proceeding, on his/her own behalf or through someone else acting in his/her name, whenever the individual fears these rights may be jeopardized or threatened by the action or omission of any public authority.
