Those who endanger consumer and user health, safety, and subsistence in the production and marketing of goods and services shall be held be responsible in accordance with the law. The State shall guarantee the participation of consumer and user organizations in the study of the provisions that concern them. In order to enjoy this right, the organizations must be of a representative nature and observe internal democratic procedures. Every individual has the right to enjoy a healthy environment. The law shall guarantee the community’s participation in decisions that may affect it. It is the duty of the State to protect the diversity and integrity of the environment, conserve areas of special ecological importance, and foster education for the achievement of these goals.
