The family, society, and the State have the obligation to assist and protect children in order to guarantee their harmonious and holistic development and the full exercise of their rights. Any person may demand from the competent authority the fulfillment of these rights and the punishment of those who violate them. The rights of children take precedence over the rights of all others. Adolescents are entitled to protection and integral development. The State and society guarantee the active participationof adolescents inpublicandprivate organs that are responsible for the protection, education, and progress of youth. The State, society, and the family shall all participate in protecting and assisting senior citizens and shall promote their integration into active community life. The State shall guarantee to them services of comprehensive social security and food subsidies in case of indigence. The State shall promote a policy of contingency planning, rehabilitation, and social integration for persons who are physically, emotionally, or psychologically handicapped, it shall provide them the specialized attention that they need.
