291 Corte Constitucional de Colombia Chapter II F or a period of eighteen months after the entry into effect of this Constitution and taking into account the evaluation and recommendations of a commission made up of three experts in public administration or administrative law appointed by the Council of State, three members appointed by the National Government, and one member representing the Colombian Federation of Municipalities, the national government shall eliminate, merge, or restructure the entities of the executive branch, the public institutions, the industrial and commercial enterprises, and the mixed [public-private] companies of national scope with the purpose of harmonizing them with the mandates of the present constitutional reform, especially the redistribution of jurisdictions and resources that it establishes. The legal regulations flowing fromtheprinciples stated in Article 125 of the Constitution shall be issued by Congress in the year subsequent to its entering into effect. If in this period Congress does not stipulate them, the President of the Republic has the option to issue them within three months. TRANSITIONAL ARTICLE 20 TRANSITIONAL ARTICLE 21
