250 constituteproject.org Colombia 2021 The national planning entity stipulated by law shall be responsible for planning and organizing systems of evaluation of the management and performance of the public administration, with regard to both investment policies and investment plans under the terms that it defines. Departmental planning organs shall evaluate management and results of departments’ and municipalities’ planning, development, and investment plans and programs and shall participate in the preparation of their budgets under the terms stipulated by law. In every case, the national planning organ may, in selective manner, carry out said evaluation of any territorial entity. ARTICLE 343 ARTICLE 344
