185 Corte Constitucional de Colombia To guarantee the fair representation of politicalpartiesandmovementsandsignificant groups of citizens, the seats of public bodies will be distributed according to an electoral quotient system among the list of candidates that reach a minimum of votes that cannot be inferior to 3 percent of the valid votes for Senate of the Republic or 50 percent of the electoral quotient in the case of other bodies, in accordance with the Constitution and law. The electoral quotient is determined by successively dividing by one, two, three, or more the number of votes for each list, ordering the outcomes in a decreasing fashion until there is a total number of results equal to the number of seats to fill. The lowest result is called the electoral quotient. Each list will obtain a number of seats equal to its total number of votes divided by the electoral quotient [with fractional results rounded down to the next lowest whole number]. Each list will obtain a number of seats equal to the number of slots it receives in the distribution of total votes. In constituencies where two members are elected, the system of electoral quotient will beappliedamong the lists that exceed in votes 30 percent of said quotient. In constituencies where a single member is elected, the seat will be granted to the list that obtains a majority. When none of the lists reach the threshold, the seats will be distributed among all the registered lists, in accordance with the corresponding regulation on allocation. ARTICLE 263
