183 Corte Constitucional de Colombia ARTICLE 259 ARTICLE 260 ARTICLE 261 ARTICLE 262 The electronic vote may be introduced in order to achieve flexibility and transparency in all voting processes. Those who elect governors and mayors impose on the elected official the program that he/she presented on registering as a candidate. A law shall regulate the exercise of the programmatic vote. Citizens directly elect the President and Vice President of the Republic, senators, representatives, governors, deputies, mayors, municipal and district councilors, members of local administrative boards, and, when necessary, members of the Constituent Assembly and other authorities or officials stipulated by law. The election of the President and Vice President may not coincide with other elections. Congressional elections shall be carried out on a date separate from the election of departmental and municipal officials. Parties, political movements, and significant groups of citizens that decide to participate in popular election processes will register candidates and lists, whose number may not exceed the number of seats or offices allocated to the electoral district, except in districts that elect up to two members, where lists may include up to three (3) candidates. The selection of candidates of political parties and movements with legal personality will be made according to mechanisms of internal democracy, following the provisions of law and statutes.
