114 constituteproject.org Colombia 2021 A group of citizens corresponding to one-tenth of the electoral rolls may request that the electoral organization hold a referendum to repeal a law. The law shall be repealed if half plus one of the voters who participate in the referendum so decide, as long as a quarter of the citizens making up the electoral rolls participate in the referendum. There can be no referendum concerning laws that approve international treaties, the budget, or laws concerning fiscal or tax matters. ARTICLE 170
