101 Corte Constitucional de Colombia ARTICLE 149 Any meeting of members of Congress for the purpose of exercising the functions of the legislative branch that is held outside constitutional guidelines shall be invalid. Any decisions it may take shall have no effect whatsoever, and whoever participates in such deliberations shall be sanctioned according to relevant law.
